This is a drop leg panel from Eagle Industries. The MOLLE panel allows the user to carry more pouches and accessories (like a medical pouch) on their leg and out of the way. The panel secures to the user with adjustable belt loop and leg straps. There is a mesh pocket on the back of the panel to keep flat items stored, such as maps.

I mainly bought this to use the straps and buckles as replacements or for modifications on other pieces of equipment.
This may also be used as a compression panel for small packs. Helps to keep the pack load compact and more secure in addition to providing a molle panel for more gear to be carried on the pack.
