These are Rhodesian Recon Vests from Eagle Industries. These vests are a great go to platform for setting up your kit. There is plenty of MOLLE webbing for all of your pouches or accessories. The bib has a built in admin pocket and can be folded down for when not needed. On the backside of the vest is a pocket for wearing compatible body armor. You can adjust the padded shoulder straps, but these vests do not include the waist strap. This is the Version 1 of the Rhodesian Recon Vest, made of 1000D Cordura vs 500D for the V2 and including additional webbing to allow for the use of legacy ALICE pouches.
