These are US Army Infantry Officers Collar Insignia. These collar insignia are authorized for wear on an Infantry officers dress uniform. Collar insignia comes as a pair of 2, one for each side of the collar.
The crossed rifles have long been a symbol of the infantry. A key user of this imagery was the 19th century British who awarded crossed muskets to soldiers who demonstrated exceptional marksmanship. This was later expanded to include other ranks who demonstrated proficiency with the rifle. Crossed rifles were first introduced to the US Army in 1875 as the insignia of officers and enlisted infantry men. In 1922 the crossed rifles were standardized as 2 crossed 1795 Springfield Muskets, the first official American shoulder arm, by then Major General Charles Farmsworth.
